Barbara Kinosky’s Gov Con In/Out List for 2022

In – DOD assessing vendor supply chain risk as part of the evaluation before awarding contracts.   

Still In unfortunately – GSA continuing to “negotiate” to drive GSA Schedule holder’s prices down.  GSA, this is all regulated at the task order and contractors need some ceiling when labor costs are higher.  

In – Cybersecurity & Infrastructure Security Agency (CISA) and the new CyberSentry program within CISA 

In – Better federal customer user experience for such online services as filing taxes, applying for benefits, obtaining passports, enrolling in Medicare and other items.  IT innovation combined with ease of use for federal customers is big on the Biden agenda.   

In – Virtual networking is here to stay. 

In/Out/changes weeklyVaccine Mandate for federal contractors – TBD by the Supreme Court 

In – More bid protests particularly as large multiple award contracts are rolled out in 2022 and more consolidations of existing contracts – between corrective action and a sustain contractors have a 50% chance of getting a successful outcome on a bid protest.  

Out (hopefully) – Surveys on Linked In – Shall we do a survey on this one? 

In – Increased use by the of GAO alternative dispute resolution in protests and more protesters requesting it. Protesters had a success rate of 84% in FY 2021 compared to the fiscal 2020 success rate (82%).  

In – More emphasis on small business contracting
