Sudar is a dual licensed attorney (New York and India) specializing in export controls in Centre’s International Trade practice and Trade Agreements/Buy American Act matters in Centre’s Government Contracts practice. He has counseled clients regarding the interpretation of the Export Administration Regulations (“EAR”), ECCN Government and self-classifications, the interpretation of Department of Treasury OFAC sanctions, restrictions, embargoes, and denied entities and persons, the classification and export of Core Flight Systems (cFS) related to space technology, flight software, computer chips, lasers, high technology sensors, artificial intelligence software, digital browsers, export of critical, and encryption technology, and many applications found on Google Play and the Apple Store.
He has successfully represented some of the most influential space companies in the United States for export violations at the Bureau of Industry and Security and the Directorate of Defense Trade Controls.
Sudar has also counseled clients on interpreting the Trade Agreements Act, the Substantial Transformation Test, Buy American Laws, Berry and Kissell Amendments, supply chain issues and waivers, compliance with the Build America, Buy America laws, and the American Iron and Steel Requirements.
