What is Other Transactional Authority?

“Other Transaction Authority” (OTA) is the authority that Congress has granted to certain federal agencies to obtain their needs — as specifically defined and authorized by Congress — through agreements with the private sector that generally are not subject to the statutory and regulatory acquisition procedures of government contracting.

What are the benefits of OTA?

From the agency perspective, OTA has allowed the agency to obtain the product/service authorized by Congress with greater speed and flexibility than would otherwise obtain under formal acquisition procedures.  From the perspective of the private sector, the streamlined OTA procedures have attracted capable businesses into the federal marketplace that heretofore were reluctant to do business with the government.

Who is Eligible to Obtain OTA work?

Any commercial enterprise is eligible to seek OTA work. Many OTA agreements are performed through a consortium of businesses that possess the technical capabilities to meet the government’s specified needs.  These businesses are coordinated through a “consortium manager” who will solicit and obtain the consortium members that will provide the work required.

How Does One Obtain OTA Work?

Contact the manager of the consortium that is working with the authorized agency to see if the product/service that you provide is needed by that agency in its OTA work.  You may also directly contact the authorized agency involved.  A simple Google Search, using search terms such as “OTA,” “Consortium” and the name of the authorized agency, or “OTA Consortium List” will generate a wealth of information to get you started.
