This webinar is a follow-on to the Small Business Update given at Centre’s Annual Review—Hot Issues in Federal Contracting—by providing greater detail of the most prevalent changes in the small business arena of Federal contracting during the last year.
Since Centre’s Annual Review, the enactment of significant legislation to address the economic impact of COVID-19 on our Nation’s economy by providing emergency relief. Specifically, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, signed into law by President Trump on March 27, 2020, provides relief to small businesses. Provisions of the CARES Act will be covered during the webinar as an additional item.
In follow-up to Centre’s Annual Review, this webinar will cover the most significant changes to the Historically Underutilized Business Zone (HUBZone) Program in over twenty years; the U.S. Small Business Administration’s final rule effective January 6, 2020, implementing the Small Business Runway Extension Act of 2018. The webinar will also cover the final rule effective March 30, 2020, implementing set-asides under Section 1331 of the Small Business Jobs Act of 2010. Section 1331 of the Small Business Jobs Act provided three acquisition techniques for to enhance procurement opportunities with small business:
(1) Setting aside part or parts of the requirement for small businesses;
(2) Reserving one or more contract awards for small business concerns under full and open multiple-award procurements; and
(3) Setting aside orders placed against multiple award contracts, notwithstanding the fair opportunity requirements contained at FAR 16.505
